Changes in Ukraine: What to Expect in 2025

With the arrival of spring 2025, a series of changes will take effect in Ukraine and Odesa in various sectors, including social and economic. These changes will affect mobilization, pension increases, and new requirements for fiscal checks, impacting both ordinary citizens and entrepreneurs.

Pensions: Who Will Receive Increases?

Prime Minister Denys Shmyhal announced that starting March 1, 2025, pensions in Ukraine will be indexed by 11.5%. This will result in increased payments for pensioners ranging from 100 to 1,500 UAH. According to Resolution No. 209 it is stated that pensions will be recalculated based on the average salary in Ukraine.

Who Will Benefit from Increases:

  • pensioners receiving payments due to age, disability, or loss of breadwinner;
  • individuals with minimum pensions;
  • citizens with the required insurance record.

This change will benefit over 10 million people, improving their financial situation.

New Fiscal Check Standards: What Businesses Need to Know

The Ministry of Finance of Ukraine issued Order No. 601 which approved new requirements for fiscal checks effective from March. Cash registers must comply with new standards, including an excise tax identifier.

The Goals of These Changes:

  • reducing the circulation of illegal goods;
  • enhancing control over financial transactions;
  • protecting consumers.

Entrepreneurs must update their software; otherwise, they risk penalties.

Electricity Tariffs: Will Prices Change?

The price of electricity will remain unchanged in March 2025:

  • standard tariff – 4.32 UAH per kWh;
  • night tariff – 2.16 UAH per kWh for dual-zone meters.

Limits on Marketing Payments to Pharmacies

New limitations will be introduced on marketing payments from pharmaceutical companies to pharmacies, promoting lower drug prices.

Changes in Mobilization: New Rules

Starting March 2025, new mobilization rules will come into force, simplifying procedures and improving citizen registration in the military sector.

Main Changes:

  • introduction of an electronic enlistment cabinet;
  • simplified procedure for serving summons;
  • updates to criteria for enterprises with reservations.
