First Meeting of the Barrier-Free Council: New Initiatives and Projects
The first meeting of the Barrier-Free Council took place, discussing new initiatives in the field of accessibility with the participation of Olena Zelenska and representatives of international organizations.
Starting from 2023, all government websites and mobile applications must comply with modern accessibility standards, allowing individuals with disabilities to comfortably use digital services. To assist public authorities in implementing these standards, a Digital Accessibility Competence Center was established in August 2024 with UNDP support, offering training and consultations.
Access to digital education is another priority. The Dii.Education platform offers over 200 educational series with subtitles in Ukrainian and English. Special attention is given to courses on digital accessibility, such as "Web Accessibility" and "Barrier-Free Literacy". Many of these courses are also available in sign language, and all images on the platform are accompanied by alternative descriptions for people with visual impairments.
To ensure that digital barrier-free policies are enshrined in law, the Ministry of Digital Transformation is preparing a draft law on "Digital Accessibility". This will define clear rules and responsible parties for ensuring accessibility across all sectors. The document is expected to be submitted to the Verkhovna Rada by the end of 2025.
Barrier-free access is also important in administrative service centers (ASC). Over the past two years, the level of their adaptation for individuals with disabilities has increased by 16%. Currently, ASCs have implemented technologies to serve visitors with visual and hearing impairments, comfortable spaces for the elderly and families with children, electronic queues, and consultations regarding online services. In 2025-2026, the Ministry of Digital Transformation plans to launch a flagship project called "Barrier-Free ASC" to make administrative services even more accessible.
Digital barrier-free access is not just about technology; it is about respect, comfort, and equal opportunities for everyone. The Ministry of Digital Transformation, along with its partners, continues to work towards making digital services convenient and inclusive.
At the initiative of the First Lady of Ukraine, Olena Zelenska, the National Strategy for Creating a Barrier-Free Space in Ukraine until 2030 has been approved.
