New Gambling Regulations: Key Insights
As of April 1, a new law has come into effect that restricts advertising and sponsorship of gambling activities. However, only certain provisions of the law are currently in force.

According to the document, a new regulatory body for the gambling industry, "PlayCity," is now operational, replacing the KRAIL, which will be fully dissolved. Instead of actual inspections, controlled gaming is being introduced, along with restrictions on access to illegal gambling websites and mobile applications.
Gambling advertising is strictly prohibited, except in specific cases:
- on television and radio during nighttime hours (from 11:00 PM to 6:00 AM);
- in media targeted at individuals over 21;
- on platforms and search engines aimed at audiences over 21.
Sponsorship is banned, except for sponsorship in sports.
Additionally, the offering of free bonuses, participation of military personnel, volunteers, and celebrities in advertisements, as well as the use of military themes, is prohibited.
The law provides for the blocking of illegal websites, increased requirements for game organizers, and a ban on licensing for individuals with tax debts. Gambling transactions may only be conducted in cash through bank accounts.
Lotteries are also subject to most gambling business restrictions. The law sets requirements for the reputation of officials, tax debts, and limits connections with aggressor countries.
There are also limits on spending and gaming time, mandatory breaks, and "mystery shopping" during inspections with video recording. Accepting bets on credit is prohibited.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, and the NSDC's decision regarding this will come into effect on April 20, 2024.

The procedure for dissolving the Gambling and Lottery Regulatory Commission will begin on April 1.
