Ministry of Digital Transformation Denies Data Leak

The Ministry of Digital Transformation of Ukraine dismisses claims regarding a data leak from the Diia application: «The files that were published are forgeries and do not belong to the Diia system».

This information was released on the official Facebook page of the Ministry.

«Following the analysis of a possible leak, our team determined that the files circulating online are fakes and are not a result of a breach of the Diia system», said Vitaliy Balashov, Deputy Minister of Digital Transformation.

According to him, the shared files are a mix of previously known leaks from commercial sources that were altered and supplemented with false entries to appear as a «new» database.

«This is typical of the black market: old leaks were «refreshed» with counterfeit entries to deceive people. We consider the distribution of these fake files as a coordinated attempt to attack Diia and undermine trust in state services», Balashov added.

The Ministry also emphasized that Diia does not store personal data - the system operates on a data-in-transit principle: information is pulled from government registries at the time of request and is not accumulated in the app or on the portal.

«To confirm this, the code of Diia was made public in March 2024. It is available for review, and anyone can verify that there are no hidden databases of citizens», the Deputy Minister stressed.

Previously, there were reports circulating online that an archive containing personal information of over 20 million Ukrainian citizens was discovered.

According to the Ministry, claims of a data leak of personal information of Ukrainians during the testing of the e-Notary system are unfounded - the data of Ukrainians is secure.
