Ukraine's Reconstruction: New Agreements Worth Billions

The Ministry of Community and Territorial Development of Ukraine announced the signing of new agreements during the URC2025 conference, securing funding of €3.55 billion.

The press service indicated that international partners are ready to invest in Ukraine's recovery. The "Reconstruction Coalition" and the European flagship fund exemplify this support, stated Vice Prime Minister Oleksii Kuleba.

Specifically, the Ministry signed:

  • 5 agreements worth over €370 million;
  • 6 memoranda totaling €379.3 million;
  • 4 joint statements along with an announcement of grant funding worth €232.7 million.

Additionally, a memorandum was signed with the Italian Foreign Ministry for insurance coverage of export credits up to €1.5 billion.

This creates new opportunities for mixed financing of community projects, combining concessional loans and grants.

During the conference, 10 agreements were also signed with the EU and development banks for funding recovery, municipal infrastructure, and other key areas totaling €929.3 million.

Moreover, a proposal was initiated for €140 million from the Council of Europe Development Bank for compensations to displaced persons and preferential mortgages for veterans.

Ukrainian communities also signed numerous partnership agreements with European companies, with a total value of nearly $200 million.

Reminder:

Ukraine and the European Investment Bank have signed a financial agreement for €134 million for the reconstruction of transport infrastructure.
