Urgent Legislative Changes for Property Damage Compensation

The Odesa City Council has reached out to the Verkhovna Rada and the Cabinet of Ministers of Ukraine, requesting urgent legislative action regarding compensation for residents of residential buildings recognized as cultural heritage.

Apartment owners in these damaged heritage buildings are entitled to compensation for property damage in accordance with Ukrainian law, specifically the Law on Compensation for property affected by military actions.

However, there are legal obstacles that complicate the compensation process, including:

Firstly, the Cabinet of Ministers of Ukraine issued a decree that does not apply to cultural heritage sites, making it difficult to document damages and obtain compensation;

Secondly, another decree regulating works on heritage sites does not outline a compensation procedure, only facilitating the process of obtaining permits for works.

Throughout 2024, the Odesa City Council has already contacted the Ministry of Culture and other agencies twice to address this issue.

Unfortunately, the problem of compensation for residents of heritage buildings remains unresolved.

Odesa City Council members have once again urged central authorities to urgently address this issue to ensure compensation for affected residents.
