New Air Quality Monitoring Regulations in Ukraine

New regulations have been approved in Ukraine for informing the public about air quality. The document outlines a list of harmful substances and their acceptable levels for calculating the air quality index.

The order (No. 590 dated March 24, 2025) has been registered with the Ministry of Justice, as reported by the Ministry of Environmental Protection and Natural Resources.

This step is crucial for providing the public with reliable information about air quality in a user-friendly format.

The document includes:

  • a list of harmful substances for index determination;
  • acceptable levels of these substances;
  • color and text indicators for the index;
  • public health recommendations.

The air quality index can be rated as follows:

  • “Critically Poor”;
  • “Poor”;
  • “Unsatisfactory”;
  • “Satisfactory”;
  • “Acceptable”;
  • “Good”.

The concentration ranges for the quality index are based on regulatory values, considering WHO recommendations and the European air quality index.

These regulations were developed in line with the European air quality index published by the European Environmental Agency.

It is worth noting that in February, air quality in Kyiv deteriorated, prompting local residents to stay indoors with closed windows.

Subsequently, it was revealed that weather conditions, particularly the lack of precipitation and low wind speeds, contributed to the accumulation of pollutants in the air.
