Preparation Underway for the M-15 Odesa-Reni Highway Project

The Odesa region has officially initiated preparations for a significant public investment project – the construction of the M-15 Odesa — Reni highway. However, actual construction will only commence after the war concludes. This information was reported by the Ministry of Community and Territorial Development.
An agreement to collaborate, which officially starts the preparation for this large-scale public investment project in southern Ukraine, was signed by the heads of the Recovery Agency and other relevant authorities.
"The 'M-15 Odesa — Reni' project is a priority and is included in the state’s public investment program for 2025. It involves a comprehensive reconstruction and new construction of over 300 kilometers of roadway, which is part of the European route E87," the statement read.
"It is important to emphasize that although preparation for the project is beginning, its implementation can only occur after the war ends," the agency highlighted.
The project development is being carried out under the World Bank’s PREPARE program.
It is worth noting that last summer, the Ministry announced the commencement of the first pilot project in collaboration with the World Bank within the new Ukraine Project Preparation Framework (Ukraine PPF), which will focus on the reconstruction of the M15 Odesa — Reni highway.
Previously, it was reported that over three years of full-scale invasion, the Recovery Agency (formerly Ukravtodor) has paid 54.69 billion UAH on prior debt obligations for road repairs. This includes the repayment of loans and interest.
Additionally, it was reported that 11 projects in the transport sector, as well as several programs in municipal infrastructure and housing, have been added to the expanded Unified Project Portfolio of the state.
Earlier, the Ministry of Finance reported that the approved government's unified public investment project portfolio encompasses 149 programs and projects with a total value exceeding 269 billion USD.
