Advancements in Digital Solutions for Ukrainian Ports
The State Enterprise «Administration of Sea Ports of Ukraine» has initiated the testing of the new maritime module DocPort, similar to the Maritime Single Window, at the Pivdenny Port.
The Maritime Single Window is a digital platform that consolidates all administrative procedures related to vessel processing in ports. MSW allows for information submission at once, significantly reducing the time required for formalities and eliminating redundant actions. This leads to improved transparency of procedures — all actions are automatically recorded, each stage can be easily tracked, and all participants have equal access to current information.
«The launch of the DocPort module is one of our key performance indicators. Currently, we are testing the first phase of the platform at the Pivdenny Port, and the ultimate goal is to create a Maritime Single Window — a modular system that is implemented step-by-step. By the end of summer, we plan to launch subsequent modules that will cover almost all administrative procedures in Ukrainian ports. We are working simultaneously on two fronts: on one hand, we are launching technical functionalities tailored to market needs; on the other hand, we are developing mechanisms in line with European legislation and harmonizing digital procedures with international standards,» said Oleksandr Semyrha, head of the Administration.
The establishment of a national Maritime Single Window is a direct requirement of the International Maritime Organization (IMO), which mandates all port states to provide a digital platform for exchanging information on vessel arrivals by 2024.
Following the successful completion of the test period at Pivdenny Port, a phased scaling of the system to all sea ports in Ukraine is planned. Concurrently with the testing of the first module, the integration with the information systems of the State Customs Service and the State Border Guard Service of Ukraine will begin to ensure comprehensive interaction among all port community participants.
