New Safety Center Opens in Odesa Region

A new Safety Center has been launched in the Odesa region with the support of international institutions.

The new building in Avanhard will provide rapid response capabilities for over 36,000 local residents in emergencies.

This facility, designed considering wartime conditions, features modern training complexes and shelters for staff and citizens during air raid alerts, and serves as a point for providing basic humanitarian aid to internally displaced persons.

This project is part of the «Emergency Credit Program for the Recovery of Ukraine» supported by the EU and the European Investment Bank.

The initiative is being implemented in partnership with the Ministry of Reintegration, the Ministry of Finance, the Odesa Regional Military Administration, and the Avanhard Village Council, with technical support from UNDP.

In the Odesa region, 28 projects valued at a total of €48.7 million have already been implemented or are underway as part of EIB initiatives aimed at improving the quality of life for local residents and IDPs.

These include the reconstruction of:

  • 15 educational institutions
  • 7 medical facilities
  • 3 community buildings
  • 2 wastewater treatment facilities
  • 1 heating supply facility

The new Safety Center in Avanhard represents a significant step in enhancing the resilience of Odesa communities. With the support of international partners, the region is gaining the modern infrastructure necessary to respond to contemporary challenges.
