Rising Utility Debts in Ukraine
As of mid-September 2025, Ukraine has recorded 788,507 enforcement proceedings due to utility service debts. This marks a 13% increase compared to July 2024, and compared to January 2021, this figure has more than doubled. This information is reported by Opendatabot.
The highest number of debtors is found in Dnipropetrovsk region — 150,506, accounting for 19% of all proceedings. In second place is Kharkiv region — 128,217 (16%), followed by Donetsk region — 81,536 (10%), Poltava region — 57,605 (7%), and Zaporizhia region — 53,797 (7%), according to the study.
According to the analytics, the lion's share of debts relates to heating services — 330,236 cases (42%). Following are debts for water services — 162,455 (21%) and housing maintenance — 96,265 (12%). There are also significant debts for electricity (87,708) and gas (75,522).
It is noted that women are the most frequent debtors — there are 438.3 thousand proceedings against them (56%), while there are 350.1 thousand against men (44%).
The main burden of utility debts falls on people aged 46–60 — 302.8 thousand proceedings (38%). In second place is the group aged 36–45 with 194.7 thousand proceedings (25%). Nearly the same amount of debts is found among people over 60 years old — 194.1 thousand (25%).
As a reminder, the debt of Ukrainians for housing and utility services reached 106.6 billion UAH as of the second quarter of 2025. The increase in housing and utility tariffs for the population in Ukraine is inevitable, and sooner or later, they will rise, noted the first deputy head of the National Bank Serhiy Nikolaychuk.
