Southern Ukrainian Forum for IDPs: Advocacy and Integration

On October 22-23, 2025, Odesa hosted an important forum focusing on the rights of internally displaced persons (IDPs), gathering representatives from IDP councils, government officials, and partners to discuss advocacy strategies.

The participation of international partners highlighted the significance of IDP councils at the national level.

«IDP councils have become an integral part of our democratic landscape, evolving from local initiatives to thousands of councils nationwide. I see them as bridges connecting IDPs to host communities. This forum showcases how renewed ideas can shape recovery and inclusion in regions facing unique challenges,» emphasized a UNHCR advisor.

Welcoming remarks were made by government representatives, stressing the crucial role of IDP councils in protecting the rights of displaced individuals.

«IDP councils are established to safeguard the rights of millions of displaced individuals. Their work yields tangible results, including legal reforms and financial support,» noted one of the speakers.

The forum featured panels discussing successful advocacy practices and the effectiveness of engagement with authorities.

«Effective interaction between IDP councils and government bodies is based on direct communication, constructive dialogue, and formal agreements. This leads to productive collaboration and long-term partnerships,» explained the chair of an IDP council.

Participants learned about a new online platform for IDP councils, which will serve as a vital resource for collective efforts.

The forum also included strategic workshops aimed at outlining future steps for the development of IDP councils.

«The success of IDP councils relies on partnerships. We are ready to support communities and assist in attracting donors,» emphasized the executive director of a charity organization.

The second day of the forum focused on practical skills, where participants engaged in activities to support IDPs.

In conclusion, the forum reaffirmed the importance of integrating IDPs into local communities and set priorities for further collaboration.

«IDP councils are communities dedicated to supporting displaced persons. Their efforts are already yielding results, and we encourage continued collaboration,» stated one of the advisors.

All findings will be discussed at the III National Forum for IDPs in Kyiv.
