Maintenance of Bus Stops in Odessa: Challenges and Solutions

In Odessa, employees of the municipal enterprise «City Roads» are consistently engaged in the maintenance of public transport stops. Daily incidents of vandalism occur, including the destruction of benches, littering, and damage to glass panels. Additionally, bus stops suffer from traffic accidents and attacks.

Since the beginning of 2025, there have been 31 reported incidents of broken glass at stops, with an additional 7 damages occurring due to attacks. The staff also works on cleaning the walls of stops from unauthorized graffiti and posters.

The municipal enterprise «City Roads» oversees 1,012 public transport stops.

As part of their service, specialists regularly perform cleaning, repair trash bins, benches, and pavilions, as well as washing and repainting them.

The Odessa city council urges residents and visitors to respect community property. Intentional damage to municipal property carries criminal liability.

Article 194. Intentional destruction or damage to property
1. Intentional destruction or damage to someone else's property causing significant harm is punishable by a fine of up to fifty (850 UAH) non-taxable minimum incomes of citizens, or community service for a period of one hundred twenty to two hundred forty hours, or corrective labor for up to two years, or restriction of freedom for up to three years, or imprisonment for the same period.
Article 296. Hooliganism
1. Hooliganism, that is, gross violation of public order motivated by clear disrespect for society, accompanied by particular audacity or exceptional cynicism, is punishable by a fine from five hundred (8500 UAH) to one thousand (17000 UAH) non-taxable minimum incomes of citizens, or arrest for up to six months, or restriction of freedom for up to five years.
2. The same actions committed by a group of individuals are punishable by restriction of freedom for up to five years or imprisonment for up to four years.
