Ratification of the Agreement for a Special Tribunal in Ukraine

The Ukrainian Parliament has passed a new law ratifying the agreement between Ukraine and the Council of Europe to establish a Special Tribunal for investigating aggression against Ukraine.

Bill No. 0328 received support from 323 lawmakers.

The law ratifies the agreement signed on June 25, 2025, in Strasbourg, France, regarding the establishment of a Special Tribunal to address acts of aggression against Ukraine.

The explanatory note states that the ratification will initiate the legal framework necessary for forming the institutional foundation of the Tribunal, including determining its location and developing internal regulations, as well as inviting other countries to join the agreement.

The approval of this document will also conclude all internal procedures in Ukraine necessary for the agreement to come into effect, allowing for the establishment of the Special Tribunal to conduct impartial investigations into acts of aggression against Ukraine.

On June 25, President Volodymyr Zelensky signed the agreement at the Palace of Europe in Strasbourg regarding the establishment of the Tribunal.

According to Prime Minister Denys Shmyhal, the Tribunal will be an independent international institution, and its statute does not mention personal immunities, enabling the prosecution of high-ranking officials from Russia, including President Putin.

On July 1, a legislative proposal for ratifying the agreement to create the Special Tribunal was submitted to the Parliament.
