Credit Rating Assessment of Odessa in 2025
For over a decade, the Finance Department of Odessa City Council has been collaborating with rating agencies to evaluate the credit rating of Odessa.
On May 14, 2025, the independent agency «Credit-Rating» confirmed Odessa's long-term credit rating at uaAA-, forecasting a stable outlook.
The rating is based on an analysis of economic and financial indicators for 2024, demographic data, labor market conditions, and the city's debt obligations.
Positive rating factors:
• High budget security: per capita income in 2024 reached 105.4% of the regional average.
• Steady growth of community budget revenues from 2014 to 2024.
• A diversified economy with low reliance on major taxpayers.
• Low debt burden and effective debt management.
Negative rating factors:
• The impact of military aggression on the economy and social development.
• Need for additional funding for infrastructure and utility recovery.
