Funding Initiatives for 2025
Approximately 80% of the budget will be allocated to healthcare, education, and other social sectors.
The second priority is to support defense forces and restore infrastructure damaged by Russian aggression, with over half a billion hryvnias allocated.
Key focuses will also include support for veterans and internally displaced persons, economic development, job creation, attracting investments, building shelters, enhancing social services, assisting businesses, and modernizing utilities.
In 2025, priorities will include implementing state programs ‘eOselya’ and ‘Affordable Loans 5-7-9’ to provide housing for citizens. The Odesa Regional Administration will continue the program to subsidize 3% interest on mortgage loans for defense forces personnel.
For the implementation of regional programs, the draft regional budget for 2025 allocates over 630 million UAH, including 313.4 million UAH for the ‘Health of Odesa’ program, 20 million UAH for the support of Ukrainian defenders, and over 41 million UAH for the ‘Social Protection of the Population in Odesa Oblast’ program.
