Revised Budget Changes for 2025: Key Expenditures and Priorities
The Ukrainian government has submitted revised changes to the 2025 budget to the Verkhovna Rada.
This was announced by the chairperson of the parliamentary budget committee, Roksolana Pidlasa.
The key points of the government's final proposal include an increase in expenditures by UAH 449.8 billion, which will cover:
- +UAH 412.4 billion - for defense (including +UAH 215.9 billion for the purchase of military equipment),
- +UAH 18.1 billion - for increasing the reserve fund,
- +UAH 4.6 billion - to fund meals for primary school students in all regions and for grades 5-11 in frontline areas,
- +UAH 3.4 billion - a new program by the Ministry of Digital Transformation to procure technology testing innovative defense tech solutions,
- +UAH 3.1 billion - for purchasing medications to treat state-funded cancer diseases, viral hepatitis, rare diseases, hemophilia, etc.,
- +UAH 2.77 billion - to increase the authorized capital of the Innovation Development Fund (also under the Ministry of Digital Transformation),
- +UAH 1.5 billion - a grant to local budgets for developing military lyceum networks that promote patriotic education for children,
- +UAH 1.16 billion - support for war veterans and their families (cash assistance and insurance compensation),
- +UAH 0.8 billion - continuation of the creation of the National Military Memorial Cemetery,
- +UAH 0.65 billion - for the Ministry of Justice for payroll in the penitentiary system.
- According to Roksolana Pidlasa, the changes balance primarily OVDP and the over-fulfillment of revenues:
- UAH 184.9 billion - increase in funds raised from OVDP,
- UAH 147.5 billion - over-fulfillment and expected over-fulfillment of budget revenues (primarily regarding personal income tax, profit tax, excise on imported goods + the NBU and state companies transferred more than expected),
- UAH 65.1 billion - reduction in expenditures on OVDP repayment,
- UAH 46.7 billion - reduction in debt servicing costs (interest on borrowed funds) due to currency rates and restructurings,
- UAH 3 billion - reduction in expenditures on securing state-guaranteed debts.
The Verkhovna Rada will consider these budget changes in the next two weeks.
