New Perspectives on Medical Guarantees in Odessa
On February 26, 2025, a significant meeting took place in Odessa with representatives from the Department of Health, the National Health Service of Ukraine, and local medical institutions.
Denys Chornyi, the head of the Southern Interregional Department of the NHSU, highlighted that Odessa and the Odessa region are leaders in Ukraine regarding the number of agreements signed under the state medical guarantees program.
The meeting provided updates on the funding for medical guarantees, analyzed the new service packages, and discussed changes in current funding. The basic tariff for primary healthcare services has increased from UAH 786.65 to UAH 844.4. The discussion also addressed patients who have not sought medical assistance for three years, with an analysis provided by medical institutions.
New working algorithms and funding mechanisms for expert teams evaluating daily functioning, which have replaced the MSEC, were discussed. Particular attention was given to mental health services at both inpatient and outpatient levels, as well as community services. New initiatives for providing expanded medical assistance to veterans and the expansion of the government reimbursement program for medications “Affordable Medicines” were presented.
