New Initiatives Against Illegal Arms Trade in Ukraine
A recent discussion featuring Ukraine's Minister of Internal Affairs Igor Klymenko and OSCE Special Representative Peter Maresh focused on «Joint Actions to Counter the Illegal Trade of Weapons, Ammunition, and Explosives in Ukraine». This event was organized by the Ministry of Internal Affairs in partnership with the OSCE.
The event included participation from government representatives, law enforcement agencies, international organizations, and members of parliament actively engaged in this area. The moderator was Mykola Grintsov, Director of the Department for Interaction with the National Police.
The Minister emphasized that controlling the arms trade is critically important for the security of both Ukraine and Europe. He stated, «In wartime, there is a significant risk of weapons entering criminal circles, so we are working on preventive measures and projects that enhance citizens' safety».
The Ministry of Internal Affairs continues to improve control systems for arms trade by implementing new registers and standards that meet international criteria. One notable initiative is the establishment of a Unified Register of Weapons, which significantly simplifies registration processes.
«Since June 2023, the Unified Register has been operational, making it easier for citizens to register while enhancing control. We are actively digitalizing services in this area», — the Minister highlighted.
Furthermore, the Minister noted that since November 25 of last year, Ukraine has been undergoing a voluntary weapons declaration process, allowing citizens to legalize unregistered arms.
The Ministry is also conducting significant public awareness campaigns to improve legal literacy and inform citizens about the consequences of illegal weapons possession.
The OSCE Special Representative acknowledged Ukraine's achievements in creating the arms register and ensuring public safety during wartime.
"The illegal arms trade is closely linked to organized crime, posing serious threats to communities." Peter Maresh stressed the need for collective efforts to combat this issue.
During the discussion, participants reviewed the results of the voluntary weapons declaration initiative, future steps for international cooperation in arms control, and information campaigns aimed at raising public awareness.
The event served as an important platform for sharing experiences and developing joint initiatives.
